Tartar District is an administrative-territorial unit in the Republic of Azerbaijan. The district has an area of 957 km² and a population of 80,100 people (as of January 1, 2023). The central city is Tartar. The residential areas of Tartar District suffered significant damage due to the aggression of the Armenian Armed Forces during the First and Second Karabakh Wars.
By the decision of the Milli Majlis (Parliament) of the Republic of Azerbaijan dated October 13, 1992, Aghdara district was abolished, and the settlement of Aghdara and 28 villages were included in the administrative division of Tartar district. Of the 28 settlements transferred from the Aghdara district to the Tartar district, the settlement of Shikharkh and the villages of Hasangaya and Giziloba were under Azerbaijan's control. On October 3, 2020, the villages of Sugovusan and Talish and on October 9, the village of Chayli were liberated from occupation. According to the trilateral statement signed on November 10, 2020, 1 city and 21 villages came under the control of the Russian peacekeeping contingent. As a result of local counter-terrorism operations conducted on September 19, 2023, Azerbaijan secured full control over the city of Aghdara, and the villages of Agabayyali, Ashagi Oratagh, Janyatagh, Chardagli, Chiragli, Chilaburt, Demirli, Dastagul, Goyarkh, Gulyatag, Kichik Garabey, Gasapet, Lulasaz, Megrelalay, Ortakand, Seysulan, Tapakand, Ulu Garabey, Umudlu, Yarimja and Zaylik.
According to the law dated December 27, 2023 on the establishment of Aghdara district of the Republic of Azerbaijan, the city of Aghdara within the Aghdara city administrative area of the Tartar region, Agabayyali village within the Agabayyali village administrative area, Janyatag and Gulyatag villages within the Janyatag village administrative area, Chardagli, Lulasaz and Megrelalay villages within the Chardagli village administrative area, Chayli, Sugovushan and Tapakand villages within the Chayli village administrative area, Hasangaya, Chilaburt, Goyarkh and Maralyansarov villages within the Hasangaya village administrative area, Kichik Garabey village within the Kichik Garabey administrative area, Giziloba, Seysulan and Yarimja villages within the Giziloba village administrative area, Ashagi Oratagh, Gasapet and Demirli villages within the administrative area of Ashaghi Oratagh village, Shikharkh settlement within the administrative area of Shikharkh settlement, Talish village within the administrative area of Talish village, Ulu Garabey village within the Ulu Garabey village administrative area, Umudlu and Zaylik villages within the Umudlu village administrative area, were included in the administrative territorial division of Aghdara district.
There are 24 historical and cultural monuments in the district. Among them, one is an archaeological monument of global significance, 15 are archaeological monuments of national significance, 7 are architectural monuments of local importance, and one is an archaeological monument of local importance. The Borsunlu mounds, located in the village of Borsunlu in Tartar district, dating back to the Bronze Age and Early Iron Age, have been included in the list of immovable historical and cultural monuments of global significance. These monuments are located in Tartar city, and the villages of Buruj, Hajigarvand, Evoghlu, Husanli, Sarov, Borsunlu, Beyim Sarov, Khoruzlu, Demirchilar. 3 mosques, 15 burial mounds, 2 necropolises, 2 residences, 1 ice house, and 1 tomb exist in the mentioned areas. In recent times, efforts have been made to restore and renovate the historical and architectural monuments in the district.
Borsunlu Mounds
The Borsunlu Mounds, registered as a world-significant archaeological site, are located around the village of Borsunlu in Tartar district, near the middle reaches of the Injachay River. During archaeological excavations conducted in 1981, a mound dating back to the 3rd millennium BC was uncovered at the Borsunlu Mounds. This site, attributed to the Early Bronze Age, features a three-tiered burial structure constructed from clay stones arranged in a square over an area of 15 square meters. The upper layer contained 1 human skeleton, the second layer had 8 skeletons, and the third layer revealed 10 human skeletons. In this area, a burial known as the Tsar Mound, which is believed to be the grave of a tribal chief, has been discovered. The grave measures 32 meters in length, 8 meters in width, and 4 meters in depth. Over 200 rare argan trees have been placed on top of the grave. The coffin is primarily fastened with gold and bronze nails, a technique that has rarely been found in coffins to this day. Weapons of the tribal chief, pottery, and jewelry were also discovered inside the coffin. Slaves and concubines were buried on one side of the grave, while horses were interred in another section. Archaeological materials indicate that the people who lived in the Borsunlu area engaged in viticulture and animal husbandry
